A central star anchors the design, surrounded by eight mid-sized stars for seasons and cardinal directions. Twenty-four smaller stars grouped in eight sets of three represent the 24-hour cycle. The total of 33 stars honors Oregon as the 33rd state.

The flag is burgundy red, with stars on a black background, enclosed by a white circle and a black outer ring, subtly forming the letter "O" for Oregon.
